MacQuesten Development has recently completed an affordable housing project called Mother Arnetta Crawford Housing at Crotona Park East neighborhood in the Bronx.

Ms. Rella Fogliano is the founder and CEO of the MacQuesten Company. At an early age of six, Ms. Fogliano has already been visiting construction sites. The only child of Sabino Fogliano, a prominent general contractor, at seventeen, she began working part-time in the company that her father started in 1960. When she graduated from Fordham University in 1983, she then joined the company full-time.

When her father retired in 1988, Ms. Fogliano formed MacQuesten General Contracting, Inc, and she continued to work for the same clients. In the early '90s, her contracting company set out to develop properties that the company had acquired, especially in the Bronx area. Ms. Fogliano found out that there was a shortage of affordable housing throughout the New York Metropolitan area.

In 2003, she formed MacQuesten Construction Management, LLC and MacQuesten Development, LLC. Together, the two companies specialize in designing, financing and construction of multi-family and commercial properties.

The MacQuesten Companies have worked with the New York City Housing Authority (NYCHA) to meet the Section 18 HUD requirements to develop the Mother Arnetta Crawford Apartments in the Bronx.
