"Arrow" Season 4 winter finale had been aired already. True enough, episode 9 was so intense that it had left everyone with their hearts being ripped out. In addition, the cliffhanger scene of "Dark Waters" is also associated with the mystery grave scene in episode 1. Thus, many fans think that Felicity died after being shot.
TV Addict states that the winter finale of "Arrow" season 4 is a mixture of happiness and sorrow. Happiness, it's because Oliver finally proposed to Felicity. It's overdue since episode 1, and Oliver didn't have the chance to pop the question. Episode 9 tried to make that proposal happen. But then that shocking turn of events came, and sorrow replaced that blissful moment.
Just a short recap, Joblo reports that "Arrow" Season 4 episode 9 started with the mayoral campaign of Oliver. He together with his team and people of Star City was their cleaning the Bay area. The event was successful, but then they're being attacked by a drone, shooting everyone who was present.
Oliver felt bad about it because there were a lot of people participating in the cleaning the Bay area including young children. The team came together, and then decided to come up with a plan "to out Darhk to the media. So Oliver called the press at the same time gathered "everyone together to release Damien Dahrk's photo, along with all they know about H.I.V.E. and it obviously ruffles Dahrk's feathers." So basically, what happened in "Dark Waters" was a ripple effect. Darhk tried to assault the Bay area event of Oliver Queen, then the vigilante and his team responded. Then, everything led to Felicity being shot.
Most are starting to connect the shocking cliffhanger with the mystery grave scene in episode 1 of "Arrow" season 4. It might be logical to assume that Felicity had a fatal shot and was not able to survive.
According to Cartermatt, "The show wants you to wonder, but we feel like the odds of her actually dying are slim to none. It'd be really odd for the show to kill her off without her really learning in this timeline about Oliver's kid for one, and we didn't necessarily see her breathe her last breath."
MTV has its take concerning Felicity being shot in episode 9 of "Arrow" season 4, and yet not dead. According to the site, there are evidences that point to the biggest possibility that Felicity is not the person in the grave in episode 1. Report says "the timing of The Grave Death doesn't match up with the midseason." As noted the grave scene in the first episode of season 4, it has a caption that says 7 months later. "It hasn't been seven months - either in our world or in the world of Arrow."
