"Arrow" Season 4 Episode 7 titled, "Brotherhood," revealed that John Diggle's (David Ramsey) brother is alive and is one of the villains.
The episode started off with Team Arrow taking on the Ghosts, Damien Darhk's (Neal McDonough) commando unit. The team destroyed an armored truck full of cash. They found out that Damien and H.I.V.E wanted the city poor.
The money the team destroyed was meant to buy out Star City Bank. But Oliver Queen (Stephen Amell), Star City mayoral candidate and secret vigilante, won't let that happen. Not on his watch. During a banquet to honor the police department, Oliver proposed a huge cleanup of the bay area to open up much needed jobs in the city.
It was quite an emotional episode for John because he came face to face with his supposed-to-be dead brother, Andy (Eugene Byrd), during the fight with the Ghosts. In season 1, John revealed that his brother Andy was assassinated. He then found out later that the H.I.V.E. was responsible for Andy's death. John finally accepted that his brother wasn't the man he thought he was, but letting them think he's dead after all these years was unbearable.
Captain Lance (Paul Blackthorne) told Oliver during the banquet that after being tricked last week, Damien no longer trusts him. Before being thrown out of the office, Oliver saw mission plans on the desk and informed Green Arrow about the docks for John's brother. He was then approached by Damien before he left the party.
John and Oliver searched together at the dock. They also found out that Damien was intoxicating all of the Ghosts with a pill that made them compliant. This could be the reason behind Andy's behavior for the last few years, though John was not convinced.
